WHAT IS THE LEAD HAZARD COURSE?

Lead Hazards in Residential Real Estate presents the basic information for complying with ALL lead-hazard regulations (EPA, Cal/OSHA, EPA, and others) as applied to residential real estate. The course also meets the requirements specified by HUD’s “Lead Safe Work Practices.” Students who successfully complete the course will receive a “Notice of Completion” as authorized by HUD. [Note, some trainers claim to offer a “certificate” from HUD. This is not accurate. HUD is clear about the document being named a “Notice of Completion” so as to not confuse the term “certificate” with state certification.]

Although lead hazard in residential property has been regulated by EPA, Cal/OSHA, and HUD through the enactment of Title X in 1992, only now have these agencies begun active enforcement of the code. Recently, the Department of Justice successfully prosecuted a landlord for violation of lead hazard warning. The landlord faces criminal fines totaling $1.5 million. (See article in our on-line library.) The Department of Justice, HUD and Cal/OSHA are beginning to issue significant fines and are willing to prosecute in court; and the courts are upholding the laws. ARE YOU READY?

WHO MUST BE TRAINED AND HOW OFTEN?

ALL WORKERS and SUPERVISORS MUST BE TRAINED on “lead safe work practices” and the Lead in Construction Standard if they work on property built before 1978 not certified lead-free.

If workers don’t follow lead-safe work practices, the health of residents is at risk and owners run the risk of violating the law. Owners must keep accurate records.

ANNUAL TRAINING— Because laws are constantly being modified, you need to take refresher courses. Both OSHA and HUD require ANNUAL training of employees on lead hazards.

The emphasis of the Worker Course is “Lead-Safe Work Practices” and the steps needed to protect residents from lead chips and dust. This is a hands-on course. Our hour-long video will model the HUD approved work practices to which students will practice what they learn.

Topics include:

A sumary of laws and regulations is covered. (The Owner, Manager, Supervisor Course goes into greater detial.) Instead, the emphasis is on Lead-Safe Work Practices to assure resident and worker safety.

Mold Hazard Course

Mold has always been present in our environment but a number of factors have led to an increased awareness of the problem of mold contamination in housing. Some very pubic lawsuits resulting in million dollar settlements have brought mold to the attention of the public. In 2001, EPA issued mold remediation guidelines. California passed legislation (SB 732) in 2001 establishing mold hazard identification, disclosure, and remediation standards for residential, commercial, and public buildings.
